The download was failing because of old SSL library on my server. Should be running again after a small upgrade.

It was NOAA this time. They moved the downloads to a CDN (Akamai) which caused the SSL problem for some users, so they rolled it back.

After some unexpected impacts to user downloads we are rolling back out of Akamai and back to our origin servers for overnight and will be trying again tomorrow.

Something that we heard from a few users was that they saw issues with the Let's Encrypt certificate, which is different from the NCEP-provided cert that you have been interacting with before. There are some known workarounds/updates that are documented on various websites for this, so researching your OS with Let's Encrypt certificate may send you to a workable solution.
