what's the difference between these 2 informations in the bottom of the screen
GFS:000Z+ and lastfile:gfs.t06z+234h

and i want to know at what time VR use the new Noaa files

It describes the progress of the weather update. The position of the red isochrone.

The + means update is in progress. In you case the main model in use is GFS 0Z, with data up to 240 hours coming from 06Z

The current popup info (+351h) means that the full update failed for some reason. In this case because my switch decided to act funny at that moment and dropped the link. It should be 384 if everything is downloaded.
